1. For highways, the maximum number of vehicles that can pass over a given section of a lane or roadway in one or both directions during a given time period under prevailing environment (e.g., weather, light), roadway, and traffic conditions. 2. For transit, the maximum number of passengers that can be transported over a given section of a transit line in one direction during a given time period (usually 1 hr) under prevailing traffic conditions and design comfort standards. 3. For vehicles, the total number of space or people a vehicle can accommodate. (TRB)
