TRAFFIC CONGESTION RELIEF PROGRAM

The State of California Traffic Congestion Relief Act (TCRA) was established by Chapter 91 (AB 2928) of the Statutes of 2000, and was further amended by Chapter 656 (SB 1662). The TCRA requires the California Transportation Commission to adopt guidelines and implement an Exchange Program that allows the exchange of federal Congestion Mitigation and Air Quality Improvement (CMAQ) and Regional Surface Transportation Program (RSTP) funds for State transportation funds, based upon funding availability.
